Justice Jamal Khan Mandokhail was born on the 12th November 1961, at Quetta. Son of Feroz Khan, a businessman, and grandson of Shaikh Ahmed Khan, who was the first matriculate in his village, Killi Shaikhan, District Zhob, and served the whole of Balochistan as Deputy Commissioner till 1969.

Justice Jamal Khan Mandokhail did his Matriculation from the Federal Government High School, Quetta Cantonment, and F.Sc. from the Government Science College, Quetta. He graduated

in Commerce (B.Com) and did Masters in Political Science and Economics from the University of Balochistan, Quetta. Justice Jamal Khan Mandokhail went on to do his LL.B from the University Law College Quetta in the year 1987.

Justice Jamal Khan Mandokhail was enrolled as an advocate on the 1st June 1988, as an Advocate of the High Court on 31st May 1990 and of the Supreme Court of Pakistan on the 12th May 2001. He became a life member of the Supreme Court Bar Association. During his 21 years of practice at the Bar, he conducted numerous Constitutional, Criminal, Civil and Service cases before the Superior and the Subordinate Judiciary. He remained on the panel of Advocates for the National Bank of Pakistan. He served as the Additional Deputy Prosecutor General in the National Accountability Bureau (NAB) from 2000 to 2001 and in an honorary capacity as Lecturer in the University Law College, Quetta.

Justice Jamal Khan Mandokhail actively participated in Bar politics and was elected as an unopposed General Secretary of Balochistan High Court Bar Association and Member of the Executive Committee of the Pakistan Services Bar Association. Elected as a Member Executive Committee, Supreme Court Bar Association. Subsequently, he was elected as a member of the Balochistan Bar Council; he thereafter became its Vice Chairman, Chairman of its Executive and Disciplinary Committees, and also a member of the Disciplinary Tribunal under the chairmanship of a Judge of the High Court of Balochistan. As an advocate, Justice Jamal Khan Mandokhail played an active role and contributed towards the “Restoration and Independence of the Judiciary” in the Pakistan Lawyers’ Movement.

On the 7th September 2009, Justice Jamal Khan Mandokhail was elevated as the Senior Puisne Judge in the High Court of Balochistan Quetta vide Notification No.F.8(1)/2009-A.II and was confirmed as such on the 11th May 2011. He pledged oath as Acting Chief Justice, High Court of Balochistan on the 30th June 2011, 8th March 2013, 24th June 2013 and 2nd December 2013. He remained Member of the Judicial Commission of Pakistan and Vice Chairman of Balochistan Judicial Academy. Consequent upon the order of Hon’ble Supreme Court of Pakistan in Constitutional Petition No.09 of 2014, seniority of Justice Jamal Khan Mandokhail as Senior Puisne Judge was changed to that of Judge.

Justice Jamal Khan Mandokhail was a Member of Administration Committee, the Promotion Committee (for the promotion of District Judiciary) and the Selection Board (for the appointment of District Judiciary) of the High Court of Balochistan. Justice Jamal Khan Mandokhail was also the Monitoring Judge of the Anti-Terrorism Courts of Balochistan, a Member of the Federal Review Board and the Provincial Review Board. He remained Member of the Subordinate Judiciary Services Tribunal. Under the Legal Practitioner and Bar Council Act, he was the Chairman Enrolment Committee (for the enrolment of Advocates of Subordinate Courts and the High Court of Balochistan). He was the Disciplinary Tribunal for the matters pertaining to the disciplinary complaints of Advocates of Balochistan. He was also the Chairman of the Building Committee of the High Court of Balochistan and the Subordinate Judiciary. Until the 18th amendment was enacted in the Constitution, Justice Jamal Khan Mandokhail worked as a Member of the Election Commission of Pakistan. He was notified as Election Tribunal for Senate Elections of the year 2012. He was notified as Company Bench, as Judge of Special Appellate Court Balochistan for Customs and Prevention of Smuggling Act, 1977(XII of 1977), as Banking Appellate Tribunal and also as Admiralty Judge. He was the Inspection Judge of Subordinate Judiciary.

Justice Jamal Khan Mandokhail remained Member of the Syndicate and of the Selection Board of the Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS) and Syndicate of the Lasbella University of Agriculture, Water and Marine Sciences (LUAWMS). Justice Jamal Khan Mandokhail was a Member of Syndicate and a Member of the Selection Board of Teaching Faculty of University of Balochistan (UOB) Quetta. Similarly, he was a Member of Selection Board of University of Loralai (UOL).

Justice Jamal Khan Mandokhail attended the Commercial Law Development Program (CLDP), organized by the United States Department of State on the subject of “Sharing of Judicial Experiences, Intellectual Property Rights/Arbitration” held in Washington, D.C., Virginia and Sacramento CA, California, from 25th October 2010, to the 30th November, 2010. He visited the World Bank there and attended different Orientations on Judicial Enforcement of Foreign Arbitral Awards and the Arbitration of Commercial Disputes under the ICSID Arbitration Rules. During his stay, he visited the Senate and Supreme Court of the U.S.A. and also held meetings with judges of the Supreme Court and other Superior Courts of the U.S.A., sharing judicial experiences.

Justice Jamal Khan Mandokhail attended Witness Protection Study Tour at United Kingdom, strengthening the Pakistan and UK Judicial Collaboration, sponsored by British High Commission from 23rd March 2014 to 6th April 2015. During his stay, he visited Supreme Court of United Kingdom, Court of Appeal, the Crown’s Court, the London’s Counter Terrorism Courts, different Detention Centers, met with the Scotland Yard officials, had a trip to Bristal City and met Lord Justice Gross. He also visited Linken’s Inn and Inner Temple.

Justice Jamal Khan Mandokhail attended the Study Visit Program in Istanbul and Ankara, Turkey, with effect from 16th May 2016 to 20th May 2016 being nominated by the Hon’ble Chief Justice of Pakistan. He also attended two days Social Program at Istanbul on 21 and 22nd May 2016.

Justice Jamal Khan Mandokhail attended the South Asia Conference on Environmental Justice, conducted by the Committee for Enhancing Environmental Justice, on March 24-25, 2012 at Bhurban, Pakistan. The High Court of Balochistan organized a Conference on “Environmental Law 2011” and Justice Jamal Khan Mandokhail was a member of the Organizing Committee. He has also attended meetings of the National Judicial Policy Making Committee (NJPMC).

Justice Jamal Khan Mandokhail has always loved sports, and as a student, he was a good footballer and was also the School Football Team’s Captain for two years. He also enjoyed the challenge of a good game of squash. Justice Jamal Khan Mandokhail now enjoys watching different sports, listening to music and spending his leisure with his family.

Justice Jamal Khan Mandokhail took oath as Chief Justice of the High Court of Balochistan on 5th October, 2019.

Justice Jamal Khan Mandokhail was elevated to the Supreme Court of Pakistan as Judge on 9th August, 2021.
