Mr. Justice Jamal Khan Mandokhail


Justice Jamal Khan Mandokhail was born in Quetta on 12 November 1961. He completed his secondary and intermediate education from Quetta. He obtained a Bachelor of Commerce, Masters in Political Science, and Masters in Economics from the University of Balochistan. He earned his law degree from the University Law College Quetta.

He was enrolled as an Advocate on 01 June 1988, as Advocate of the High Court on 31 May 1990, and as Advocate of the Supreme Court of Pakistan on 12 May 2001. His main areas of practice were Constitutional, Criminal, Civil, and Service law. He actively engaged in Bar politics during his time as an Advocate. He was elected to a number of posts, including General Secretary, Balochistan High Court Bar Association unopposed; Member Executive Committee, Pakistan Services Bar Association; Member Executive Committee, Supreme Court Bar Association. He was also elected as Member of the Balochistan Bar Council and subsequently became its Vice Chairman and Chairman of the Executive and Disciplinary Committees. He was a Member of the Disciplinary Tribunal as well. He actively participated and made significant contributions to the “Restoration and Independence of the Judiciary and for the Rule of Law” in the Pakistan Lawyers’ Movement.

Justice Mandokhail was elevated as the Senior Puisne Judge of the High Court of Balochistan on 07 September 2009. He served as the Acting Chief Justice on multiple occasions. He was notified as Company Judge, Judge of Special Appellate Court Balochistan for Customs and Prevention of Smuggling Act 1977, Banking Appellate Tribunal, Admiralty Judge of the High Court of Balochistan and designated as Election Tribunal for the 2012 Senate Elections for Balochistan. He was notified as Member of the Federal and Provincial Review Boards. Amongst other important matters, he has decided a number of cases pertaining to matters of public interest, particularly in relation to the environment, wildlife conservation, sustainability, and public health. He was a Member of the Judicial Commission of Pakistan and Vice Chairman of the Balochistan Judicial Academy. He also held several other key roles, such as Member, Administration Committee; Chairman, Promotion Committee and Selection Board (for the promotion of the District Judiciary); Monitoring Judge, Anti-Terrorism Courts of Balochistan; Member, Subordinate Judiciary Services Tribunal; Chairman, Enrolment Committee (for the enrolment of Advocates of Subordinate Courts and the High Court of Balochistan); Chairman, Disciplinary Tribunal for matters pertaining to disciplinary complaints of Advocates; Inspection Judge of the Subordinate Judiciary; Chairman, Building Committee of the High Court of Balochistan; and Member, National Judicial Policy Making Committee (NJPMC). Furthermore, prior to the 18th constitutional amendment, he was a Member of the Election Commission of Pakistan

He has also remained Member of the Syndicate and Selection Board of the Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS) and the University of Balochistan (UOB); Member of the Syndicate of the Lasbella University of Agriculture, Water and Marine Sciences (LUAWMS); and Member of the Selection Board of the University of Loralai (UOL).

Justice Mandokhail took oath as Chief Justice of the High Court of Balochistan on 05 October 2019. As Chief Justice, he accomplished several notable achievements, including creating and ratifying for the first time, the High Court Establishment (Appointment and Conditions of Service) Rules, 2020. He also played a key role in preparation of the draft for the Balochistan District Judiciary Act, 2021 which was subsequently passed by the Provincial Assembly of Balochistan; and thereafter framed the Balochistan District Judiciary Staff Service Rules, 2021. Additionally, during his tenure as Chief Justice, he focussed on the development and expansion of court infrastructure in the province, particularly to facilitate litigants.

Justice Mandokhail regularly engages with national and international judicial forums. Outside of his professional endeavours, he maintains a keen interest in sports, having played squash and been the Captain of his school's football team. He spends his leisure with his family.

Justice Mandokhail was elevated to the Supreme Court of Pakistan and took oath on 09 August 2021.
